Dr. Norman Chan

Dr. Norman Chan is the former Chief Executive of the Hong Kong Monetary Authority (HKMA). Dr. Chan was appointed to this position from October 2009 to September 2019. In this time, he was a member of the Financial Stability Board (FSB) established by G20 and served as Chairman of the FSB’s Standing Committee on Supervisory and Regulatory Cooperation (April 2017 – August 2019).

Dr. Chan was appointed an Executive Director of the Hong Kong Money Authority (HKMA) when it was established in 1993 and served as Executive Director and as Deputy Chief Executive from 1996 to 2005. Over this initial 12-year tenure at the HKMA, Dr. Chan oversaw key financial policies and initiatives, including enhancing Hong Kong's financial infrastructure, launching renminbi banking services in the city and fostering financial collaboration among central banks across Asia.

Following this, he served as Vice Chairman, Asia, of Standard Chartered Bank from 2005 to 2007. Prior to rejoining the HKMA as Chief Executive in 2009, Dr. Chan was Director of the Chief Executive’s Office of the Hong Kong Special Administrative Region Government from July 2007 to July 2009.

Dr. Chan is an Honorary Professor of The Chinese University of Hong Kong (CUHK) and has served as Chairman of the Board of Trustees of Chung Chi College of CUHK since August 2021 and Vice Chairman of CUHK Council since April 2023. He has also served as the Founding Chairman of the Hong Kong Institute of Web3.0 since April 2023 and is founder of fintech company RD Technologies.
